Summary: In 2005 the Partnership helped develop a policies and procedures
manual for Brittan House, a 45-room SRO facility owned and operated by Neighborhood
Housing Services of Beloit. The completed manual describes the interviewing
and screening process, spells out rules for residents, lists the responsibilities
of management, outlines administrative procedures and explains funding-source

Established in 1979, Neighborhood Housing Services of Beloit is a nonprofit organization working to build the Beloit community through programs that support home ownership, community residents and community development. NHS Beloit is a member of NeighborWorks America, a nationwide network of more than 235 community development organizations across the country.
One program operated by NHS of Beloit is Brittan House, a 45-room SRO (single-room occupancy) facility for homeless and other low-income single men who meet program guidelines. NHS owns and manages Brittan House and coordinates social and support services that encourage residents to lead independent lives.
In 2005 NHS of Beloit asked the Partnership to help develop a policies and procedures manual for Brittan House. Partnership staff researched manuals for other SROs, examined the regulations and guidelines of funding sources, and interviewed staff, then worked with NHS to draft and refine the manual.
The completed manual will allow more efficient and effective operation of
Brittan House and its programs. It describes the interviewing and screening
process, spells out rules for residents, lists the responsibilities of management,
