Privacy Policy of the Wisconsin Partnership for Housing Development, Inc.for Purposes of Operating the Downpayment Plus® Program

The Wisconsin Partnership for Housing Development, Inc., serves as the administrator of the Downpayment Plus® Program of the Federal Home Loan Bank of Chicago (FHLBC). Information collected by the Wisconsin Partnership is shared with the FHLBC, which is the program sponsor. To protect the right of Downpayment Plus® consumers to keep their personal information private, the Wisconsin Partnership collects and retains only information that is necessary for program operation. This information is received directly from member lending institutions, participating counseling agencies, or credit reporting services.

The Wisconsin Partnership takes care to ensure the protection of consumer data. Paper records for Downpayment Plus® are housed in a secure area with limited access. The online Downpayment Plus® application process has designed-in security features that safeguard the information consumers provide. Powerful encryption technology available through Secure Sockets Layer (SSL) prevents unauthorized monitoring of consumer use of the wphd.org website.

The Wisconsin Partnership uses "cookies" to process Downpayment Plus® transactions. A "cookie" is a small text file stored on the user's computer by a website. Cookies are used to track Downpayment Plus® sessions from one form to another so that a user must log in only once per session. The Wisconsin Partnership does not track "real time" statistics of site users or store any personal information in cookies. Electronically stored information is housed in a secured area with limited, password-protected access.

The Wisconsin Partnership does not use the names and addresses of Downpayment Plus® consumers for any independent purpose, nor do we give or sell that information to any third parties for their independent use. The consumer information we possess may be shared with third parties only in the following situations:

  • as required by law
  • to exchange information with credit reporting agencies, merchants or financial institutions in accordance with standard banking industry practice

If we should decide to share consumer information under any other circumstances, we will inform consumers in advance and give them an opportunity to decline to have their personal information shared.
