Focus Group Report: Meeting Dane County’s Home Ownership Counseling Needs – 1998

This report was prepared to assist the Dane County Housing Authority in preparing a business plan for the expansion of its home ownership counseling program. The housing authority wished to expand its program because of the increasing cost of housing in the Dane County market, which was making home ownership more difficult to achieve. The report covers focus group sessions held with lenders and mortgage industry representatives; officials from communities outside of Madison; real estate professionals; affordable housing providers, first-time home buyers; and community groups. This business plan was prepared to help a Community Action Agency determine whether it should enter into the development and management of affordable rental housing. It describes the business, discusses options for marketing the new program, analyzes the financial feasibility of the proposed program and creates a schedule of milestones.
