Fox Cities Housing Coalition Report – 2006

This report evaluates the capacity of the Fox Cities Housing Coalition to address housing issues in the Appleton Metropolitan Service Area. Department of Commerce: Workforce Housing – 2005

This report describes an effort to address the need for workforce housing in Wisconsin. It presents the results of workforce housing roundtables held in four disparate communities and recommends solutions tailored to each area’s unique situation. [Download report in PDF format.]

Workforce Housing Fund: Prototype Financial Models for a Traditional Neighborhood Subdivision – 2003

The Workforce Housing Fund is a Dane County entity designed to promote the development of affordable housing by providing site acquisition and development financing for affordable housing projects. These financial models were prepared to give fund members some examples of the sources and uses of funds in affordable housing projects actually being developed in the target area, including a traditional neighborhood development (TND) project. Workforce Housing Fund: Recommended Project Characteristics – 2003

The Workforce Housing Fund is a Dane County entity designed to promote the development of affordable housing by providing site acquisition and development financing for such projects. This report was prepared to describe the types of projects the fund should consider. Topics covered include project location, project size, building types, other land uses, rental and ownership housing, types of housing consumers, and housing prices. [Download report in PDF format.]

Building Neighborhoods Workshop Series – 2002

This report summarizes the results of a series of workshops held to demonstrate effective planning for affordable housing development under Wisconsin’s “Smart Growth” legislation. Workshops were held in three Wisconsin communities. Topics were (1) affordable housing in a Smart Growth framework, (2) the development process and project financing, and (3) local strategies. Dane County Housing Authority: Five-Year Strategic Plan – 2002

This strategic plan was prepared to assist the Dane County Housing Authority in planning for new housing market conditions that would require it to become more active in expanding the supply of affordable housing. [Download report in PDF format.]

Dane County: Consolidated Plan for Housing and Community Development – 1998

In 1998 Dane County was designated by the U.S. Department of Housing and Urban Development as an “urban county,” eligible to receive annual allocations of federal block grant funds for housing and community development activities. This five-year consolidated plan was required to allow the county to access its 1998 allocation of CDBG funds. Topics covered include market analysis; needs analysis; strategies, priority needs and objectives, and an action plan. [Download report in PDF format.]

Affordable Housing Development in Milwaukee County: Considerations and Implications for Hmong-American Friendship Association – 1997

This discussion guide was compiled to help the Hmong-American Friendship Association make strategic decisions about housing development opportunities. Topics covered include concerns to address in identifying development opportunities, identifying project support, feasibility analysis, housing market analysis and role of the board of directors. Neighborhood Housing Services of Richland County: Strategic Planning for Housing Development – 1995

This handbook was created to help the board and staff of NHSRC design a housing model suited to the organization’s mission, values and capacity while addressing community housing needs. It covers the larger strategic issues of nonprofit housing development, as well as the detailed aspects of creating successful housing projects. [Download report in PDF format.]

Colfax Apartments: Economic History and Recommendations – 1995

Central Wisconsin Community Action Coalition (CWCAC) acquired the Colfax Apartments in 1990 and redeveloped them for use as transitional housing for homeless families. The project later encountered financial difficulties, and CWCAC requested this analysis of the project’s financial history, along with recommendations for changes in operations and possible new funding sources to keep the project operating in the black.
