David C. Porterfield joined the Partnership in 1989. His work is focused on community building through housing development and consulting.
As a member of the Partnership's development team, Dave identifies project sites, negotiates agreements with development partners, obtains zoning and other governmental approvals, secures subsidy financing, and oversees market analysis and home sales.
- The Uplands,
Sun Prairie
Key member of development team for this $21 million subdivision of 142 homes now under construction. Negotiated purchase options with property owners. Ensured project zoning approval and obtained wetland-crossing permit. Secured commitment of federal HOME program funds, Dane County CDBG funds and a local utility grant.
- Coachyard Square
Condominiums, Madison
Key member of development team for construction of 23 condominiums for buyers with a range of incomes, including 6 homes for people with disabilities. Recruited Movin' Out, Inc., as project sponsor. Identified urban infill site for project and assisted with recruitment of development team. Ensured timely sale of condos and coordinated use of "green" construction practices and on-site recycling of project waste. Project received a HUD Fair Housing award in 2002 and an Orchid award from Capital Community Citizens in 2001.
As a consultant, Dave assists local and regional governments in the design of new public and private partnerships, and in other projects that expand resources for affordable housing. He also assists community-based housing organizations with development projects as well as organizational issues.
- Dane County Housing Development Fund
Coordinated preparation of Dane County's application to receive federal CDBG funds as an Urban County and helped negotiate participation agreements with local governments. Assisted with development of consolidated plan and recommended programs for use of the county's $1.1 million annual allocation.
- Building Neighborhoods Workshop Series
Working with the state Bureau of Housing, the Fannie Mae Foundation and regional nonprofits, designed a three-part workshop series to demonstrate effective planning for affordable housing development. Co-presented the workshops in Appleton, La Crosse and Menominee, Wisconsin.
- Vandenburg Heights,
Sun Prairie
Analyzed financial feasibility and directed $5.5 million redevelopment of 100 units of military housing into single-family and duplex homes for rental and sale. Guided creation of a complex partnership involving the Army Corps of Engineers, the City of Sun Prairie and a private-sector equity investor. Oversaw construction and rental/sale of the rehabilitated homes.
- Forward Community Investments (formerly The Dane Fund)
Drafted underwriting guidelines for this community development financial institution and helped capitalize the fund.
- Milwaukee
Safe Haven
Designed and established new comprehensive supported housing program for homeless people with mental illnesses. Secured $7.5 million in federal funds to support safe haven and permanent affordable rental housing and coordinated services for more than 200 individuals.
- Creation of New Nonprofits
Consulted on the conceptualization and creation of Movin' Out, Inc., a statewide nonprofit dedicated to helping people with disabilities find housing of their choice, with an emphasis on home ownership. Assisted in creation of Housing Initiatives, Inc., a Madison-based nonprofit that provides rental housing for people with mental illnesses.
Before joining the Partnership, Dave worked for nine years at Operation Fresh Start, where housing construction was an integral part of a counseling and job skills program for troubled teens. He is a journeyman carpenter, a licensed real estate broker and the former owner of a general contracting business.
