Kristin Silva joined the Partnership in 2001. She manages contracts with the U.S. Department of Housing and Urban Development (HUD) that allow the Partnership to provide no-cost technical assistance to Community Housing Development Organizations (CHDOs) and Participating Jurisdictions (PJs). Building on past relationships with CHDOs and PJs, Kristin seeks new technical assistance opportunities. She provides technical assistance to CHDOs and PJs under the HUD contracts and supervises other Partnership employees who provide such technical assistance. Kristin also consults on non-HUD contracts with community-based organizations, local and state units of government and for-profit developers.
Kristin has compiled a record of success in working with a broad range of organizations.
- Fox Cities Housing Coalition (FCHC)
Analyzed FCHC's capacity and recommended steps for more effective approaches to its mission. Worked with FCHC to gather information, conduct research and create options for growth and change. Prepared a report based on extensive interviews with FCHC members, community members, foundations and business leaders, as well as comprehensive research into other successful coalition models across the country.
- The HOME Consortium
Secured a 1-year renewable contract to provide technical assistance to this four-county consortium. Currently working to help clarify HOME procedures and to assist each county in setting up a TAC (Technical Assistance Committee).
- Department of Commerce (DOC)
Developed a Workforce Housing Initiative to assist in the integration of the Bureau of Housing (formerly housed in the Wisconsin Department of Administration) and its programs into the Division of Community Development, housed in the DOC. Conducted workforce housing roundtables in four Wisconsin communities and made recommendations designed to find ways for economic and community development programs and housing programs to work together.
- Southwest CAP
Prepared a market study for a potential affordable housing project on a downtown Dodgeville site currently owned by Iowa County. Also prepared a housing needs assessment for Grant County and the City of Lancaster to assist in planning for possible development of elderly and low-income housing.
- City of Racine
Assisted the City with efforts to combat predatory lending by writing a comprehensive report, including recommendations that have since been implemented. Worked with the City to select the next target neighborhood for the Racine Housing and Neighborhood Partnership. Helped the City review the rehabilitation loan programs in its housing department and provided recommendations for change.
After joining the Partnership, Kristin gained expertise in providing technical assistance to government agencies and nonprofit organizations that work with homelessness.
- Housing Initiatives,
Inc.
Provided technical assistance to this Madison-based nonprofit on development of a nine-unit apartment complex to serve people with mental illnesses. Also assisted HI with the purchase of a number of condominiums within a condo-conversion project for rental to HI clients.
- Housing Partnership of the Fox Cities
Examined the HPFC's transitional housing program, made recommendations for strengthening it and devised a model that could be used by other transitional housing programs to improve their services.
- Neighborhood Housing Services of Beloit
Prepared a policies and procedures manual for NHS Beloit's single-room occupancy housing facility.
Kristin is certified as a housing development finance professional by the National Development Council. She became a Certified HOME Program Specialist—Regulations in February 2006. Kristin holds a master's degree from the La Follette School of Public Affairs, as well as bachelor's degrees in art and art history, all from the University of Wisconsin-Madison. She also has a history of volunteer service to affordable housing organizations.
