Michael Heidkamp joined the Partnership in 1986. Currently, his work is focused on housing development. As a member of the development team, he is primarily responsible for financial feasibility analysis, financial modeling and budgeting for projects in which the Partnership acts as a developer. For the Partnership's development projects, he is also responsible for securing conventional debt and equity financing, and for contract compliance. When the Partnership owns housing, he is responsible for asset management.

Key member of development team for this $21 million subdivision of 142 new homes now under construction. Secured commitment of federal Low Income Housing Tax Credits and negotiated equity investments. Also secured funding commitments from the Affordable Housing Program (AHP) and negotiated with conventional lenders for site improvement and home construction loans.
- Coachyard Square
Condominiums, Madison
Key member of development team for construction of 23 townhouse and single-level condominiums on a downtown infill site. Assembled $2.6 million financing package including federal HOME funds, AHP funds, low-cost buyer financing and a letter of credit from WHEDA, as well as a conventional construction loan. Project received a HUD Fair Housing award in 2002 and an Orchid award from Capital Community Citizens in 2001.
For many years Michael managed the Partnership's technical assistance program, including efforts under HUD contracts totaling almost $3.3 million. In this role he took the lead on some of the Partnership's more complex housing development projects.
- Parkwest Townhouses,
Milwaukee
Provided full-service technical support to a new central-city housing development corporation created by a local church. Coordinated development of 72 "family-sized" apartments and townhouses built in two phases in an area that had experienced economic disinvestment for decades. Assembled a $7.9 million financial package including equity investments, public and private grant funds, and debt financing. A TIF district was formed to provide public improvements to the site.
- Sunnyside Apartments,
Sheboygan
Assisted a community organization in development of a 50-unit townhouse project. Helped create a public-private partnership composed of Partners for Community Development, city officials, utility companies, financial institutions and other businesses to develop and finance the $2.7 million project. Assembled a complex financial package including corporate equity investments, low-interest debt financing from a local bank, state and local government grants, an Affordable Housing Program grant, weatherization grants and foundation contributions.
Michael has also worked with staff teams assisting communities in identifying affordable housing needs and planning comprehensive responses. One such team worked with the Racine Department of City Development to analyze and plan for the Racine Housing and Neighborhood Partnership, a public-private partnership that now offers a variety of programs designed to increase owner-occupancy rates and improve housing stock in target neighborhoods.
Before joining the Partnership, Michael worked for six years as development coordinator at the Westside Housing Cooperative in Milwaukee. He holds a bachelor's degree from Marquette University.
