Theodore A. Lipscomb joined the Partnership in July 2006. He provides technical assistance to Community Housing Development Organizations (CHDOs) and Participating Jurisdictions (PJs) under the Partnership’s contracts with the U.S. Department of Housing and Urban Development (HUD). He also consults on non-HUD contracts with community-based organizations, local and state units of government, and for-profit developers.
Theo works primarily in the Milwaukee area, but he may work on contracts in other parts of the state as well. He is currently consulting on several contracts.
- Bishop’s Creek Community Development Corporation, Milwaukee
Drafted a business plan for Bishop’s Creek’s development program. Prepared an application for funds from the Affordable Housing Program of the Chicago Federal Home Loan Bank to finance development of nine affordable homes. Currently helping the organization secure financing for construction of the homes.
- West End Development Corporation, Milwaukee
Working with West End to market homes already produced and to re-tool the agency’s operating budget.
- HOME Program Administration/HOME Consortium, Waukesha
Worked with this four-county consortium based in Waukesha to clarify HOME procedures and set up a Technical Assistance Committee for each county.
Before joining the Partnership, Theo gained more than eight years’ experience in affordable housing development and finance, as well as comprehensive planning, fund raising and community relations. He continues as managing member of a real estate and economic development consulting firm.
- As managing member of urbanWEALTH LLC, provides consulting services in the areas of real estate development and economic development to nonprofit and for-profit clients
- As Director of Community Development at West End Development Corporation, Milwaukee, led the agency into the fields of affordable housing development and community economic development
- Also at West End, conceived and implemented West Pointe, an innovative $2.2 million project including affordable condominiums and retail space, and coordinated implementation of the Near West Side Comprehensive Plan
- As sole proprietor of Ruins (Re)Development, compiled financing package and coordinated rehabilitation of historic Col. Theodore Yates residence; project received Cream of the Cream City Historic Preservation Award in 2002
- Also at Ruins (Re)Development, consulted on a wide range of design and development services for nonprofit and for-profit clients
Theo is certified as a housing development finance professional by the National Development Council, and as a nonprofit housing management specialist by the Consortium for Housing and Asset Management. He holds a bachelor of science degree in architectural studies, with a certificate in urban planning, from the University of Wisconsin-Milwaukee. He also has a lengthy record of volunteer service to nonprofit organizations.
