Katherine Kamp joined the Partnership in October 2006 in the newly created position of Deputy Director. In this role she is responsible for organizational operations including finance and human resources. As manager of the Partnership’s housing development program, she secures and allocates working capital, participates in all aspects of project planning, makes final decisions on all aspects of project implementation, and manages project-related public relations. She also oversees the Partnership’s consulting business, ensuring program quality and financial viability, and providing consulting services as necessary. In this role, she has worked on program development for a four-county HOME Consortium in southeastern Wisconsin, and has provided consulting services to other nonprofits as they engage in development activities.

Before joining the Partnership, Kathy compiled an impressive record of success as Development Director and then Executive Director of the Housing Partnership of the Fox Cities (HPFC), a nonprofit corporation based in Appleton, Wis. HPFC’s housing program primarily involves the purchase and renovation of older properties into safe, quality, affordable rental housing. Rehabilitation efforts include substantial participation by corporate and community volunteers.

• Managed all aspects of agency operations including finance, human resources and board relations for an organization with seven staff members
• Maintained fund-raising and grant-writing efforts to support agency operations, and developed several new fund-raising activities
• Oversaw agency’s affordable rental and transitional housing programs, which directly benefited lower-income households; developed a new joint venture to create six new units of transitional housing for victims of domestic violence
• Doubled HPFC’s rental portfolio through completion of a 10-unit new construction project and many scattered-site housing development projects
• Led the agency in the redevelopment of the Wire Works factory, a complex $3-million project that, when completed, will include 25 affordable apartments
• Designed systems for evaluating supportive housing programs and improving the strategic planning process for nonprofit agencies

Kathy also worked for 11 years as a research consultant in the areas of health care financing and medical technology. This experience included project design, survey design, human resource management and market development.

In addition to her management, housing development and consulting experience, Kathy has been a leader in advocacy for affordable housing both in the Fox Cities and statewide. She is a founding member and past president of the Fox Cities Housing Coalition, recognized as one of the most effective local housing coalitions in Wisconsin. She has also been appointed to the boards and commissions of numerous housing-related organizations and agencies.

Kathy holds a master’s degree in public policy from the University of Michigan-Ann Arbor and a bachelor’s degree from Kalamazoo College. She also has a history of volunteer service on local government commissions and nonprofit boards of directors.
